Pressing F2 doesn't open correct Terminal window in 10.14 (Mojave)

After upgrading to Mojave I can no longer open a Terminal in the current directory with pressing F2. Terminal application becomes active but no new window is opened and the current directory is not changed.

Steps to reproduce:
1. Press F2
2. Wait for Terminal being opened
3. Observe that no new window is being opened and the current directory was not changed

Mac OS X version: 10.14
Path Finder version: 8.3.3 (1908)
